Steel post mounted on concrete pier above grade has the advantage of visual inspection but at the same time, due to it’s exposure allows for water damage if not maintained.
Here, the steel bolts over time, have rusted causing them to expand enough to crack the concrete pier thus comprimising it’s integrity.
Often we see these posts mounted at grade level or even below grade. The problem is that the steel cannot be easily inspected and we don’t know without further examination if the plates are on buried piers or mounted directly to the footing.
